The file should only be readable by the owner.
The change was requested by standard 0.2.5, but standard 1.32.1 doesn't complain about it and I think I prefer the original version.

I should have done this from the start in #195.
(Review notes: The noise is because I renamed the variable "file" to "filename", to distinguish from the File object.)
For deploying, this will have to be applied manually (using chmod).
