Description

Claude and ClaudeCode uses a CLAUDE.md file for repo-specific instructions. However, we hold and maintain a AGENTS.md for kai-scheduler that hold the same instructions as best articulated by the maintainer team & OSS contributors.

This PR will symlink CLAUDE.md to AGENTS.md and will allow those who use Claude to follow the repo's instructions as intended.

Locl override is of course still possible.
