Enhance Purchase Report List and Creation Pages

Implemented enhancements for the Purchase Report feature:

• List Page: Added a "Display Settings" menu allowing users to sort by Payer Name or Bureau, and filter by specific Payer. Added total calculations for Unsettled and Unsealed amounts.
• Creation Page: Changed the "Payer" input to a Select dropdown, populating it with "No Payer", "Me", and a list of all users.
• Refactoring: Updated data fetching hooks to correctly handle user data for these features.
