Fixes #190
RadiantPanel was not looking for HydronicLoopId where hydronicLoopType="HotWater", instead just assuming the first was the HW loop. The fix adds the type lookup.
Also updated the 'RadiantPanelAllVariations.xml' test file to 7.03 and added a new radiant system with CHW loop first. Updated the test class to run without failure, and minitest_helper.rb which had old measure names.
