Refine release notes in docs/new_features.ipynb: adjust wording for the MCP integration and tariff season tagging, add a "Minor bug fixes" section documenting fixes for Issue #163 (bus/branch phase validation in multigraph/neutral cases), Issue #112 (reduced reducer log spam), and Issue #157 (capacitor aggregation division-by-zero), and refresh MCP docs/release notes to reflect tooling and bug-fix behavior.
