Why it's Good for the Game
This is a completely overpowered quirk that's used by everyone and their mom. It makes whispering unusable because most can hear it anyways. It was originally turned back on, on the condition that it costs a lot of points to balance it out, this is no longer the case here as every quirk is free and you can take as many as you want.
