Overview
Bumps the monorepo version to 17.0.0 and publishes new package versions for @metamask/gator-permissions-snap (1.1.1 → 1.2.0) and @metamask/permissions-kernel-snap (1.0.0 → 1.1.0).

Updates both snaps’ CHANGELOG.md with the new release sections/compare links, and refreshes yarn.lock to reflect dependency resolution changes.
