Overview
Adds Citrea mainnet support to @metamask/delegation-deployments by introducing CHAIN_ID.citreaMainnet and mapping it to the existing DEPLOYMENTS_1_3_0 set.

Updates the contract deployment validation script with a citreaMainnet chain definition (chain id 4114 + RPC URL) and records the addition in the package changelog.
