• Fixed using /report other with an invalid amount of parameters not failing properly
• Fixed Admins being able to /report mute themselves

Changes

• Most commands if not all now work from console
• sub commands now return properly if the sender doesnt has the proper perms
• Added a permission to receive notifications about reports
• Added a config to determine the maximum amount of reports a player can create per minute
• Added the /report mute subcommand allowing admins to prevent players from creating reports.
