A recent update has disabled the Debian 11 build, which allowed the GLIBC version to be lowered and the program to be run on older systems.
On the other hand, the CI runner ran out of storage memory as the build cache increased with the recent VCPKG updates.
The only solution I can see is to reuse build cache in layers and remove some of the build cache when exporting the Docker image.
This should resolve the memory issue and maintain the Debian 11 build pipeline.
