Makes usePlatformDefaultWidth available in common code by adding it to the expect class PopupProperties and marking it actual in Android implementation. Bug: 460912703 Test: Existing tests RelNote: "The usePlatformDefaultWidth parameter is now available in the common PopupProperties API. Developers can now consistently control platform default width behavior for Popups across all supported targets from common code." Change-Id: Idbc37f651ee4bda237a811d4e4c431a504ecedf4
