Contains updates regarding stability in certain scenarios and early Email error reporting frameworks

Bug Fixes:

• Fixed a bug that may cause a blue flash to occur on launch of Background and Background Diagnostics
• Fixed a bug that caused the script to crash if all servers were unavailable
• Fixed a bug that caused no action to be taken if the user logged in did not have administrator privileges
