ftplugin controls the comment string (inheriting the setting from Groovy) and other settings (which have been removed from the syntax file).

This PR adds an
ftpluginthat inherits the Groovy settings (in particular thecommentstringsetting). It also moves some existing filetype settings from the syntax file into the more appropriate ftplugin file.
