This looks bigger than it is due to being based off of #3083 (which is based off #3081).
I intended to have this broken up into 2 or 3 smaller PRs, but things got ugly pretty quickly handling both consolidated paths and standard paths.
Going to leave this up for now and think about some of the things I do not love in here overnight.
