Created
radius.stub.phpcontaining prototypes for all the exported radius functions. This was used to generateradius_arginfo.husing the PHPgen_stub.phpscript.radius.cwas modified to include this file rather than define the arginfo itself. The hashes inpackage.xmlwere updated to match the actual files, and the current version number was updated to 1.4.1, rather than 1.4.0b1 which has been in the wild for many years.
