throttle devto publication to meet quotas

When having 10+ articles in the repo, the CD always fails because articles are pushed too quickly to dev.to

Quotas are :

• 30 article updates every 30 sec
• 10 article creations every 30sec

I took a conservative approach and designed a new publish command that publishes articles individually once every 3.5 secs

I tried to do a PR on the dev-to-git repo but it has gone inactive, that's why the fix has to be done here
