…#7270) Adds a weekly CronJob that validates S3 backups can restore into a working CNPG cluster. Spins up a minimal 1-instance test cluster from the latest barman backup, runs SQL health checks (connectivity, extensions, schema), then tears everything down. Runs Sunday 4AM UTC.
