Ask user for hosting plan instead of assuming it matches the Function App Name.

Change(s):

• Create parameter and variable for Hosting Plan Name, to ask the user for it instead of assuming that it is the same as the function app name.

Reason for Change(s):

• Eliminate quota errors when app service plan name does not match the function app name.
