[mod] add /mod kid command for age verification

To abide by local laws, we, the Nana-chan developers, have to implement age-verification. The Waicolle feature includes gambling mechanics and must not be accessible to minors.

We assume that our users are adults unless proven otherwise, which happens to be true in most cases thanks to our users being students or graduates of an engineering school.
Thanks to this unique position we are able to provide an almost seemless transition to our age verification system (if our users pass the age verification of Discord and don’t jump ship before this feature hits our production server).

New moderation guidelines

Our moderators will have to apply the following committee-approved procedure:

• Flag the user as a minor when it is suspected to be the case, this will immediately reduce access to 18+ features of the bot.
• Offer the user the possibility of proving they are of age by posting a picture of themselves touching grass in an appropriate channel.¹ If the user is unable to send the picture themselves, a trusted member of the community can send a picture of the suspected minor touching grass on their behalf.
