- Create test-storybook-runner.yml as a simple reusable runner (analogous to test-py-pytest.yml)
- Add parallel_workers input with cgroup-aware auto-detection
- Add smart caching for target branch results with pending marker pattern to avoid duplicate test runs across concurrent PRs
- Refactor test-storybook.yml to use the new runner for source branch testing while maintaining inline target branch testing with caching
- Add consistent outputs for regression analysis compatibility
- Update usage.mmd to reflect new architecture
