I am not convinced this is a "bug" that needs fixing. I made the mod long before XP2 when this civic was not yet in the game. Never actually even realized that the boost is 90% in the vanilla game. Why do you think devs made 90%? It is basically giving the civic for free. Especially when the boost is so easy to do. What's the point?

From a gameplay perspective, I think it would fit in the larger design pattern of making the late game more extreme to dislodge stalemates. That civic is required to progress to the future era, and since T4 governments all have drawbacks (however minor) they want you to pick one quickly. Alternatively, since NFG doesn't do anything else, maybe they just wanted the first T4 government to give you a governor and 3 envoys, but those would all be multiplied by 3 if you researched them all, unless they split them off to a separate "complimentary" civic that you can only get once. Personally I usually just stay in Democracy anyway, but that is an unrelated balance problem imo. From a historical theme perspective, it could be a way to implement the volatility of modern forms of government or rapid changes caused by future governments. I just think it's a neat little flavor thing, but it doesn't have any huge impacts on the game it doesn't really matter either way. |
Near Future Governance has a 90% inspiration by default. I suggest keeping that, or maybe lowering it to 85% or something.
