I will need to do another iteration on the spec before I start writing any aiken. I think there are things remaining implicit or underspecced. For example the scope includes a ttl but this not referenced elsewhere.

@codybutz reading the resolved comments I see this is a requirement of the INDIGO spec. Do you have any further informative references open-sourced that can be included, or could be open sourced somewhere that describe INDIGO's existing structures and behaviors? That might answer other questions but might not, we might need to figure out the best way to expose anything remaining.
