Basic Katib benchmark script.
Before running the script install needed packages with:
pip install -r requirements.txt

1. Implemented simple blocking in each phase.
2. Added logging.
3. Added light_task image(~600MB) as alternative to mnist_task for faster debugging. To run it, change in resources the value of dockerImageTag to “light_task” in katib_benchmark.py
4. For faster debugging you can switch off or on the clean up and building of the docker task image
