What this PR does / why we need it:
Adds a new use case GetDatasetVersionsSummaries that will be needed in the new SPA Dataset Page Versions tab.

I decided to name it GetDatasetVersionsSummaries instead of GetDatasetVersions, so it is more semantic related to what it really does.
