Merge Optimized run into staging branch
created shrivas-branch and added name and link to contributors list.
Refactored second half of code and created the functions create_house_polygon(), is_house_valid(), get_tract_for_house, assign_household_attributes(), get_nearest_store(), transform_polygon_coords(), process_housing_areas(), insert_households() creating javadoc commenting in google style for all of them.
