Add Chartscout to Tools and Education sections

Hi! I'd like to add Chartscout to both the Tools and Education sections.

Chartscout provides both a trading tool and educational resources:

Main Tool (chartscout.io):

• Real-time chart pattern recognition across major crypto exchanges
• Automated trading alerts for technical chart patterns
• Support for Bitcoin, Ethereum, altcoins, and all major cryptocurrencies

Education Platform (chartscout.io/trading-education):

• Interactive lessons on crypto chart patterns and technical analysis
• Learn trading through real-time pattern examples
• Educational resources for crypto traders

I've added the main tool to the Tools section and the education platform to the Knowledge/Education section.
