When using the new manual portal visit order editor (or however we call it), it is theoretically possible to put inner portals later than outer portals so that you would get outer field closed before inner fields. This can be valid, but only if the inner links are shorter than max-link-under-field-distance, which I believe is 500m.
Thus we need some kind of warning as soon as the re-ordered plan has such impossible links.
The user should put to knowledge and they should decide on their own what to do with that information.
We should make sure to display the correct links, mark the impossible links and un-count them and their fields.
