As the title suggests, current suggested plan are naive clockwise/anticlockwise, this may not be the most easy to traverse of under some certain circumstances (imagine two sets of portal clusters both perpendicular to the dest portal but is between some terrains, like slopes or mountains between)
Could probably be implemented as a stepped-down from #23 .
