Currently, the "respect intel" function just tells the script that crosslinks are denying new links. This has the side effect that links we would have thrown but are already there are seen as crosslinks, too. So they are not planned. The script doesn't actually 'know' that the link it wanted to make is actually done.
In addition, it does not count how many links are already connected to the planned portals. This leads to confusion when a portal has already outgoing links but the plan wants to throw 8 links from there.
Therefore, when 'respect intel' is activated, the plan should count outgoing links.
This issue could interfere with issue #17 (which is solved).
