About the PR

Adds a PMC Energy Shotgun to the Merc-Vend & Slightly tweaks both versions to have its disabler shots cost a little less energy. Also fixed the Disabler shot to not do damage now!

Why / Balance

The base energy shotgun is being banned from stashes. So I made a PMC Version for people to get their grabbers on! Balanced it to have still really solid disabler recharge rate for non-lethal use, though its lethal options leave some to be wished for. However in turn, you don't need to lug around all that ammo and it leaves ColSec's all the more deadly!

I WILL be keeping a eye on this weapon and its thoughts and any complaints or idea's one may wish to throw my way. As this weapon in itself is one I've been wanting to add in Part 2, but this new ban-list rushed me to add tonight. So I'd like to see how well people believes it to be balanced in its slightly rushed state.

And of course, thank you Trylo and Hammered for helping me with it on such short notice :3

Technical details

Changes the disabler shot cost to 100 instead of 120.
Changes the Disabler shot damage from 1 heat, to 0 heat. (I swear...)
PMC is nerfed over the original where it only has 1000 Max Charge and 65 Recharge Rate instead of 1200 Max Charge and 100 Recharge Rate.

Open Shotguns

Lowered its recharge rate to 65 over the original's 100. Which is does leave its lethal modes a lot weaker. Better than pre-buff from Trylo, but weaker than the buff itself. So Wardens is still much more deadly sense it has a higher recharge rate.

If you feel like it needs to be nerfed a bit more, gladly will do it.

[ Nerfs its max charge to 1000 instead of 1200, and fixes BOTH energy shotgun versions to not do heat damage on their disabler setting, its truly non-lethal now :3 ]

Talked it over with Fenn and he seems rather fine with how it is now. And I didn't really wish to do so. As a Cell would actually make it MORE powerful than it is currently sense people can put in those 50 shot mags.
