Arcturus Morningstar v3.5.4

Release baseline

This is the first release for the fork of Arcturus Morningstar maintained by HabForge.
The release is functionally equal to version v3.5.4 of the Krews team.

From this point on releases will slowly divergence from the Krews codebase while maintaining backwards compatibility for existing plugins as best we can.
