Implements Step 2 from go/gmp:matchstuck
This is blocked on https://github.com/GoogleCloudPlatform/prometheus/releases/tag/v2.53.5-gmp.1-rc.0 prod release.no blockers, we can go forward.Let's see if we want to backport this to 0.17 of ship 0.18- likely for 1.35
