#290 - fix for EnableSSML and Enable per document Override. replace the hard values values and convert yes or True from env values to Boolean.
The issue is that Firebase config setup in UI has only YES or NO and the GCP function has boolean setup, default value as YES which is causing the issue that text-to-speech is reading out SSML messages which includes tags, etc..
