DIGITAL-695: Change waf's nginx log level from debug to warn

Purpose

Nginx log level was set to debug and that's a lot of noise we don't need. Changed it warn. :-)

Use cf logs to view the logs of the staging waf. Then view the dev waf (to which the feature/DIGITAL-695-quieter-nginx-deploydev branch has been deployed. Ahhhh.
