I updated the test solutions since the min precipitation values change the outputs a bit (for non-FTA aurora), and did some stuff with the version file.
I've noticed that finalizing GITM only takes extra time when using APEX. Maybe something isn't de-allocated?

[BUG/FEAT/DOC/etc.] Description
This allows us to run with polar rain. When running with SWMF or FTA, you can get the poleward boundary of the aurora. Then you can specify a polar rain in the UAM.in file.
The bug that was fixed in develop (MSIS BCs) is fixed here, so that will probably have a merge conflict.
Justification
We need to do some polar rain research!
Changes to GITM outputs
Well, there should be no changes except for the bug fix. Since the code has been updated in develop, this shouldn't cause a change, though.
