ENG-2805 Fix id usage and fix patchAPIKey.json

Summary

1. Update patchAPIKey to use PATCH instead of POST
2. Fix usage of id and ids in the API definition files.
3. Run DomainDSLBuilder for good measure to sync up domainNG
4. Update copyrights in templates to use a variable of ${.now?string('yyyy')} so we don't have to update them again.

Note that eventually we really need to be able to make a commit to fusionauth-client-builder and at least have it build and generate the code for all of the client libraries. Perhaps we will still want a PR for fusionauth-app.
