A poor port of the field paperwork system from Starlight

About the PR

Adds mark-up to allow for the [check] (checkbox), [form] (fill in spot), and [sign] (name, rank here spot). This allows forms to be programmed, and then filled in without needing to look at the mark-up.

Why / Balance

Its a requested feature, but we also have a lot of players who are ESL. This means they just need to fill in what they need, without navigating the code of the paperwork.

Technical details

Paper System is modified, and there are references to changes from "umbra", however I was able to jig their system to work inside of our system. Some of the comments also got changed because I was on autopilot when bringing it over. Can change it back.
