revert: [sc-465376] provenance-protobuf upgrade

Context

Upgrading to 1.27.0 caused the following build error for testnet and locally

Reflections took 3550 ms to scan 29 urls, producing 6495 keys and 47995 values

It is likely this protobuf version is not ready yet for the testnet provenance

Changes

Revert provenance-protobuf back to 1.24.0

Rolls back a dependency to restore build stability.

• Downgrades provenance-protobuf in gradle/libs.versions.toml from 1.27.0 to 1.24.0
