Looks good to me @york-stsci I don't know why the unit tests are failing. I will take a look at those now.

Add Docker Also fixes: - Pandexo bug where pandexo pins pandeia 3.0 but that in turn is incompatible with astropy >= 5 - Pandexo issue where scipy >= 1.15 raises an error with ">f4" format arrays loaded from FITS file

Add a docker directory containing compose.yaml along with yaml files for redis and celery (celery as yet unused). In addition, add dockerfiles for exoctk and pandexo.
