  • allow plugins to open their own rpc services
  • the signer plugin provides the get_pending_sign_otxs rpc for the web application side to pull the otx that needs to be signed
  • the signer plugin provides the send_signed_otx rpc for the web application side to pass back after signing
  • add related integration tests
