#90 makes dev_main our new branch in use for mistral.rs after EricLBuehler/mistral.rs#1566. It encompasses fp4/fp6/fp8 support and adds safetensor loading too. Planning some exciting things with that!

@AlpineVibrations yes, dev_main is synchronized with upstream unlike main. If we can get the changes from #90 into Candle itself, we can actually publish mistral.rs on crates.io. Unfortunately the diff is +20000 -3000 so this could be hard 😆!
