Add additional Item information to Tooltip

Currently there is a single toggle for showing Spell IDs and Item IDs in tooltips.
This PR:

• Splits Spell ID and Item ID into seperate preferences
• Add the option to show Item Level and Item ID in the ElvUI style.
• Removes the hard coded CVar to to show Default Blizzard Item Level

This is what it looks like with all options turned on
