What does this PR do?

The Ascend MindIE-SD repository (https://gitcode.com/Ascend/MindIE-SD) provides an efficient attention mechanism called Laser Attention. This PR integrates MindIE-SD’s Laser Attention into the diffusers framework by introducing a new attention backend, allowing diffusion models to leverage this efficient attention implementation when running on Ascend NPU devices.
