Yes, that's correct, it is OFF by default in CMake config. I will release new version to add this feature later this day |

As far as I understand from https://opus-codec.org/demo/opus-1.5/ and the
CMakeLists.txt, OSCE is a separate feature from DRED and needs to be explicitly enabled,so this adds a flag for it, same as for DRED.
