Adds following keys to config:
INSTRUCTOR_ROLES: list of role IDs who can manage QOTDsQOTD_CHANNELS: list of channel IDs for QOTDs (0th is ATSA and 1st is TCA)QOTD_ROLES: list of role IDs to be pinged on new QOTD (again, 0th is ATSA and 1st is TCA)QOTD_TIME: string of zulu time at which QOTDs are to be posted (in %H:%M format)otherwise it should all work hopefully???
