Hiya, this adds a setup script for GitHub actions to automatically upload changes to PyPi. I also disabled NSLR and extensions. These currently cannot be compiled in Python 3.10 and higher due to incompatibility with pybind. However, downstream dependency issues should not keep people from installing this amazing package.
Lastly, if you want to set this up, you would also need to add a trusted token for this package to the GitLab CI/CD
