About the PR

Omni OD is now 21 and combat medipens have 20 omni and 10 tranex

Why / Balance

Generally people were not happy the pen had unavoidable damage and there were concerns about shitsec metagaming the cellular damage (despite nothing about the pen being illegal)
10 tranex actually means it will be able to stop bleeding
In testing a bloodred is still able to fullheal from crit with one pen if incen or uranium ammo is used, has about 30 damage left if only pierce

Technical details

omni in medicine.yml OD effect starts at 21u, combat medipen in hyposprays.yml has 20 omni 10 tranex
