What does this PR do?

Auto-generate and update a new RULES.md page that lists all of our rules.

  • GitHub actions pushes a new commit whenever a style file is changed.
  • Question: Maybe it would be better to make fire every week with a chron job?

Motivation

This will help us reference rules without digging into multiple files.

Additional Notes

Release checklist

  • Create zip files for EACH style folder.
  • Attach the zip files when creating a release.
