Added a new API Explorer admin page to the Echo HMI.

Allows testing API endpoints and viewing status/health
Includes the currently available movement_time endpoint
Includes placeholder endpoints for upcoming sprint integration
Integrated into the admin sidebar and follows existing UI patterns
