Quality Perks 1.6.9

A fully functional release of Quality Perks, a subset of Quality Captains. This version does not yet contain a replacement skills display for use with mods that disable the stock one, but all the perks should function as normal and be fully configurable.

Do not use alongside Quality Captains - this is an alternative option!
